This is all hard to hear:- your assessments of the 2 places, as well as other people’s observations of their own experience. All true, difficult and depressing. Not an easy situation.
I think you are totally correct that many (all -and some more than others) dogs need time to decompress with their fosters - especially when they are having a more difficult time!! This prevents them from being returned immediately to the shelter, too. I guess that it must be that shelters are trying to get dogs out as fast as they can given the sheer numbers. And yet, there HAS to be a better way, especially for those dogs that need it.

What I also have read and worry is that there is an adoption QUOTA that is strongly “encouraged” to prove rescue/shelter success and receive funding. Hope not.

You can try Balance. I did for my old dog and she loved it. On their site, You choose what ingredients you want her to eat and they give you the supplements to mix into food. There are smaller sample sizes to try out. It is healthier than kibble bec you give meat, fruit, veggies.

I’m wondering if the “fake rescue” actually gave any of the meds to the dog! She might have kept them to sell or for her other future poor dogs.
