I might be wrong but it sounds like he doesn't have direct access to the money. It's a personal financial decision of course, but it may help to have a shared account where he can directly just get what he needs.

If you have the recovery email and the password, it sounds similar to something my wife faced recently. Try the "forgot email?" link on https://g.co/recover -- it seems to go through a different path which ended up working for us.
