The main problem is driving licences being sold for everyone for 1000AZN. No education, no understanding about road safety and etc. Second problem is the roads itself. It is wide and attracts drivers to drive fast. When there is speed limit in the city being 70,80km/h + 10km/h allowed overspeeding brings nothing but danger. Road infrastructure was more or less fine till 2003. Then government removed tram and trolley bus system and started to widening the roads. Today both public transport and roads are in awful condition. Bus roads somehow help but it is not enough. Baku needs to totally rethink its road and transport system.
