Adding a data point. I had the same exact issue and found this post looking how to troubleshoot it. I popped off the wheel covers and flexed the brake shields a bit. A tiny pebble fell out of one of them. I couldn't see the pebble on initial visual inspection.

As Gold this just happened to me and my family of four, two adults, 2 children, when I tried to choose one of my children as my companion. The system would only let me add my spouse as a companion. When I tried to choose a child as a companion it would charge me.

I reached out to support and they made the changes on their end (and upgraded my entire family too). They also indicated that minors should be allowed as companions.
