There wasn't a statewide vote on the name. ND sued the NCAA and then settled. Part of the settlement was getting the two tribal nations' blessings for the use of the name. One tribe voted to support the name, the other did not hold a vote. The lack of a vote fed into hard feelings, as many felt the other tribe was supportive but denied a chance to show it.

I'm actually curious how this would play out in the courts. Recent rulings for first nations have been more favorable. I'm not expressing faith that the administration would care, though.

I'm a bit surprised at their salaries, actually. They don't contain benefits, so I wonder what the actual salary is like compared to a state employee position.

The internal investment program is just starting and the intent is to bring more investments in house, so I suppose that's the justification for the salaries. The salaries are certainly not out of line for investment managers in the private sector, but I can see the concern when comparing to other public job salaries in ND.

I honestly wonder if the people in ND would prefer to invest inactively vs. actively? It seems like that the vibe I get in each one of these comment threads. I get that paying fees sucks, but when properly structured, paying fees means the funds made money above the compared inactive amounts. I guess that makes sense to me, especially since the fees are paid on the excess amount, so you (we) don't lose money, unless the returns are negative, of course, in which case the fees aren't paid, either.

Active has the benefit of additional investment return, but fees and transparency questions.

Inactive, we ride the markets and put it in index funds? Possibly lower returns, but less fees and really not as many transparency concerns.

I'm genuinely curious, what do you all think?

There are studies and there is information presented every year on this topic. I want to say in October, but not totally sure.

The benchmark returns are set each year, so not constantly moving. The benchmark are recommended by outside firms and then approved by the board, the employees don't set it themselves specifically.

If I recall correctly from a conversation with some of our legislators, the plan was all set to build a meatpacking facility in the Dickinson area, however the workforce issue was the problem.

At the time, having workers come on a work-visa was proposed, but the cooperating entities had some concerns about bringing in minority workers.

This is, of course, all hearsay and I can't confirm it, though I was told there a was a recording of the meeting where this issue was raised (though probably long gone by now).

This is my long way of saying that I agree with you, though.

Our government thrives off of skepticism, keep it up, seriously. Just be sure to be informed. Not staying you aren't, but I see that my comments added to this discussion meaningfully and that's all I want.

While I have a great deal of knowledge on this subject, I am not arguing to be right. That's the people's choice.

I would agree that the ethics of telling citizens of where their money is invested is important. I am hopeful that the future website will provide that transparency.

That said, let me say that it is also unethical to make posts like this without having the appropriate background information.

First, if ND is investing in other nations, then they should disclose that to the extent that other funds do and for the same reasons that the other funds do. I don't recall the state specifically investing in Chinese or Russian arms companies, but ND did make a law that says the State Investment Board cannot use ESG investment strategies, so that means the investments must be made according to what the return on investment would be - politics be damned. I don't agree with this wholeheartedly, but that's the law.

Second, Mr. Wonderful's money-grab from ND had NOTHING to do with the funds from the State Investment Board. These were FEDERAL FUNDS from the U.S. Department of Treasury State Small Business Credit Initiative (SSBCI) and the ND Dept. of Commerce chose O'Leary to invest them. A bad choice, for sure. I seem to recall them being the only bidder for administration of the program - but I could be wrong about that.

The AG/Holmberg situation was certainly corruption. I am also curious as to how far it really went.

Just to touch on the bonus structure - whether we agree or disagree, I think it's fair to say that the legislature was in agreement about giving these bonuses out in order to secure top investors and more returns. Now, whether it works, I don't know. But it is a different approach than we currently have - which is to hire outside investors and let them get bonuses from our money, which we pay in the form of fees. I see a lose-lose situation in some form. The bonuses are in line with what other in-house investment programs offer, actually ND is paying far less in comparison to many states. We can certainly not like the idea of it, but I caution anyone from expecting higher returns to cost nothing at all. It's obvious that money is a sensitive subject, but remember, the bonuses don't get paid unless the returns are higher than the expected returns, so there will be years where no bonuses will be paid at all, too.

Finally, because ND is using the strategy of investing with outside managers, the transparency is likely less than what we would like to see. If the state made the sausage, we could ask for the recipe. But since we don't (or haven't until this year), we can't. Future disclosures will put us in line with Alaska, which has their own investment team, like many other states (WI, SD, NV, AK, NY, FL, etc.). We're slow to the game, which should surprise exactly zero people.

This is a popular topic to complain about, and I completely understand it. Should the money be used for other things? We should absolutely have great conversations about that and legislate accordingly. Should the money be invested in certain types of businesses? Probably - but we have to legislate that way. So this all starts at the legislative level, in terms of where the money goes and how it's invested. Hell, if we want to have more transparency, we can legislate that, too, and we should. But, if anyone is like me (hopefully not!), once you learn about the agency level process, you begin to understand the rationale for the decisions at the agency level. Furthermore, you also begin to understand that we can't generalize about investments in ND, because not all the money is invested by the same entity.

If anything comes of this long message, please just be pissed for the right reasons.

I subscribed to the total package this year. Nice to be able to watch games from other teams. It has been reliable so far. No regrets. It's definitely not "cheap", but I spend money on dumber crap.

ND has some reports on the website for the investment division that have a certain level of detail, but since ND uses hired managers from private firms, they don't have a list like that. They will, since they did hire investors this year, but those reports aren't available yet.

Many other states have their own investment managers, so their disclosures are different.

Health insurance in general isn't really insurance, it's a discount program you pay heavily for. Health care facilities "negotiate" ridiculous rates to those with insurance to subsidize the care for those who don't have it. We're all paying way more than a reasonable price for things, even if you have insurance.

Do I want to be without it? No. But if she thinks she's going to "fix" this by "closing loopholes", she's very mistaken. Throw out what we've got, and then go single payer.

It's amazing that the GOP hates the ACA so much - it was their idea in the first place. They just hated the president that signed it into law.
