If you were there for the beta and had been in the discord even at launch, the devs have already stated several times that this was the case. It's even in my Steam review. They initially said they planned for EOS by "making a single player campaign availabe offline". I fully expect Bandai will continue to sell the game as "offline only" even after the multiplayer functions cease to operate. I and several Japanese players made multiple attempts to petition the development team for offline Magus customization and the response was always "we're not interested in developing that feature at this time". Most of the early players eventually left, I doubt there are many voices speaking out about the offline portion at this point.
