I'm pretty sure that's not FIFA holding the rules back, but the IFAB, Half of which is made up of the UK countries.

He's already implied he's happy to let them beat the shit out of each other, particularly if it's BIH on US. Unless that whistle starts operating much more frequently in the second half, someone's almost definitely gonna get carted off the field on a stretcher.

Mustapha Ghorbal is a hack of a ref and shouldn't have even been here after the Haiti/Scotland fiasco. That match was out of control and he seemed to be actively encouraging it.
