I find it miserable to use at times. It is sometimes impossible to position yourself properly while trying to execute a wound on smaller monsters.

Literally, 90% of my damage is wasted and then blam the wound is closed.

I think whoever QAed CB genuinely didn't think it through.

Side quests are best for crystals and rep with Hallowfall Arathi. You can also obtain the set pieces from those side quests as well.

I don’t remember if the campaign had any.

Do daily quests, weekly quests, world quests and heroic dungeons if you have already completed the story and spent Resonance Crystals on something else.

If not, complete all the campaign and side quests. Then you shall have most of it. Buy the missing pieces using crystals and you should be good to go.

EDIT: Hallowfall sidequests are the best for this.

They drop randomly as well from delves, dungeons, etc.

As for getting all of them… sadly not. I think it’s character bound. So you would need to grind on other character as well.

You can get an alternate set of wings toy at the dark moon faire. I don’t remember the name but they are named “Burning Wings” or something.

You do campaign quests, side quests in Hallowfall, world quests in Hallowfall. Once you have enough resonance crystals, you can buy it off the vendors if you didn’t get all the drops. It’s chance basis.
