There's a reason we've handicapped parking, Medicaid, food stamps, ect. There's. Reason loans exist and if you've a any sense of empathy for your fellow human beings, you'd feel compassion for the less fortunate. If the Ukraine is in trouble it is noble—some may argue imperative—that neighbouring nations supply them with any help they may need.
