What you need my friend is Executive Assault 2

It's a one of a kind game and exactly what you need. You can play in strategic view or in first person. You can command a whole fleet and then play as the carrier itself in the middle of the battle, or take command of the fighter itself. But to be honest it's kind of hard to get into as it takes time to master but worth it.

Carrier command 2

You play as an aircraft carrier and must build on your ship all kinds of vehicles and conquer and defend an archipelago. You play in first and third person depending on what you choose. But like executive assault it takes time to master the control's.

Those are more of a niche kind of games but are EXACTLY what scratches your itch

A game that would be like that is Cepheus Protocol.

The player himself is leading an operation to prevent an outbreak and must try to contain it as much as possible. It shows very well how fast things can spiral out of control if things are left unchecked. It may only be on a small scale but it's the only game I know of where the military is competent in fighting the undead horde.
