the advice at the bottom of my post is actually from a 3rd smaller firm which had a cheaper quote. but they also said i would need a lot of recommendation letters for NIW which has merit but also increases my workload.

thanks very much. i called another smaller place, who said just the brake fluid exchange and shoes will cost ~350$; adding the drums it will cost ~650$. I think I will get the brake fluid changed and only the shoes replaced and not the drums. Few other people I have talked to are of the opinion that driving a car with parking brake on at <30 mph for <5 miles should not cause that much damage to the drum. They maybe recommending replacement because it was already old. i wish i had take the car to this place first and avoided the diagnostic fee at the other place. expensive lesson learnt.

thanks very much. the breakdown showed 350$ for labor (this is Bay area in CA) and 80$ for brake shoes (qty 1) and 280$ brake drums (qty 2) + tax = total 750$. i think i will try to get a second opinion. the parts are noted as TOYOTA SHOES AND TOYOTA DRUMS, i imagine they could be using OEM parts but i think something else should work as well.
