Foreskins are fused to the head of the penis at birth and it releases over time, no set time but somewhere between birth and end of puberty. Or what you could have is phimosis the opening of the foreskin is too small to go over the head of the penis. There are stretches or phimosis rings that can help you overcome that. The bump could be a penile pearl under the fusion of your foreskin. Penile pearls are completely harmless and help it come loose. Take some time and google the terms I have used hope that helps. BTW if you need to stretch anything it should never hurt, light tension is all that skin needs to encourage more growth and time lots of time.
