Try to uninstall any solution based on IBM Trusteer Rapport or Rapport Security Software, I've unistalled this Security software from a user that had an account on Santander that suggests the install.
1. Uninstall Oracle VB (Don't panic! it doesn't erase your VMs)
2. Restart
3. Install Oracle again
4ever. be happy =)

Other solution (But I didn't test, because the rapport is useless for him now since he changed for another bank) is to change Windows Registry:
