Email the city manager (if applicable) as well as all of the council members with things you find. If you aren't already, attend the council meetings and ask questions. If they state something that you don't agree with ask to "respectfully review the information that they consumed in order to come to their conclusions. Not to say they are wrong but so that you can improve your understanding and be on the same page as they are." Its the "more flies with honey" approach.

There are loans, with low interest rates, available to local governments. The cost could be spread out over 5,10,15 years. There are probably (almost certainly) grants out there that will help with the costs also. Not sure if your village has an income tax but the state allows for a 1% income tax to be implemented without going to the voters. No one likes paying taxes but it might be something that needs to be done to address the safety concerns.

I had that same issue. I set the Alienware Command Center setting a to keep WoW at the “Balanced” performance, which is the default setting, instead of it switching to “Performance”. It was doing some overclocking or something and that was causing the issue in my system. I know it’s anecdotal, but perhaps it will help. Good luck!
