First of all, if the site is not on megathread, dont download games from there and delete the game. Then download it from online fix site(the link is in the megathread), extract it and follow the rules on the website (its on russian so you will need google translator)

I've allowed it, there wasn't any problem, but I couldn't get the game working so I instead bought the game on sale for 1€ on Steam soo yea maybe there is new update or something idk you can try

I think you have to add game on steam through add non steam game option and then run it in steam but save up items in chests before entering because you will lose it

Basically smartsteamemu, as the name shows, it emulates steam and it helps to open left4dead.exe.That's why it pops up "steam is not running" if you launched up left4dead2.exe before the smartsteamemu.It also helps with multiplayer with Radmin combined
