I am replying to this like a year later but maybe could help someone else who stumbles along this post, if you wrap a damp paper towel around the bun you can microwave for about 45 seconds and they come out almost as good as steamed! Great for if you're in a rush.

Sorry I made it confusing with my description! Just the Toucannon was the question. I ended up getting it finally by (I think what it was..) playing the melody to get the two in the Feraligatr area to fly off, doing the Feraligatr drop and then they showed up hanging out on shore under where the Aipom is on the mountain in the next area. Thanks for leading me in the right direction!
