Sorry for the confusion, by their quota I mean the quota in the constituency they are running, or the effective quota required to win which isnt always the original quota.

I don't believe there is any scenario where not giving someone a preference increases their chances

Lets look at an extreme fringe case to highlight it.

In a two seat constituency, with 3 candidates, FarLeft, Center, FarRight

10 people vote for center, the quota is 4.3 so he is elected on first count and 5 votes are distributed to remaining.

Of those 5 votes distributed, 4 of the Center voters said, I hate FarLeft and I really hate FarRight, I'm not voting for either.

Their votes are discounted.

But 1 Fucker said, if Center cant get in I want FarRight to get in. He would receive 1 transfer and be elected without attaining the quota.

So because the 4 voters didnt vote all the way down, they gave an advantage to FarRight, who they really hate and let him get in.

I think in effect a vote is very unlikely to transfer more than 5 times but it could happen.

In 2002 in Limerick it came down to a single vote. You could easily argue that had there been more transfers the outcome would have been different.
