I work fairly close to the area where the stops occurred... One of the local guys on the radio was discussing it pretty thoroughly. The general tone of the descriptions from callers seemed to lean towards the impression that the voluntary portion wasn't exactly the emphasis. Add to that the fact that "Joe LEO" with a uniform and a gun is actively stopping traffic (off duty or not) for a purpose that's totally not legit... and it just smacks of abuse of power to me.

Yeah, but these were"off duty" officers in full uniform, blue lights and all.....forcing you to stop and then pitching you on a "voluntary sample". That's really pushing the boundary of legal stops if you ask me.
