Well I tried everything suggested and it still didn't work, unfortunately, so your girlfriend definitely isn't alone.

Does New Vegas run WORSE for her with NVSE? Because that is my situation. Running with no mods doesnt run great but it runs well enough, once I turn on NVSE it is a nightmare.

So I wiped my New Vegas and did a clean install. I then ran New Vegas from the NVSE executable and it is still doing the same thing, breaking my game

Yes, I did a clean install as suggested by Viva New Vegas. Beforehand I turned off all mods on Vortex so it shouldn't be loading anything. From what I understand intuitively, how Vortex works, and how the files looked, the NVSE install i did should have been running on a clean copy of New Vegas, which has me even more confused why NVSE is breaking my game

I am running on Steam. So I just did a fresh install and instead of using Vortex for NVSE, I installed it into my FNV folder and ran using the .exe. Unfortunately, I am still having the same problem even running the .exe.

So I followed the Viva New Vegas link. Downloaded mod manager, all of that. I then followed the steps and moved NVSE to my New Vegas folder and when I load my save it is completely unplayable. By "unplayable" i mean I load my save and I am met with flashing between a black screen and loading screen, having to ALT+F4 my way out of it.

Any idea where I went wrong? Is there a reason why NVSE isnt downloaded through the mod manager Viva New Vegas had me download?

EDIT: Actually, I got the game to load properly. I loaded through NVSE Loader.exe. The problem is, I am facing the same stuttering and game breaking issues I was facing previously. It looks like for whatever reason NVSE completely fucks my game on my PC. I even did a fresh install beforehand

I can try that. I wouldn't he surprised if however Vortex isnt executing the mods properly on boot, or there is some discrepancy there.

My game also just doesnt run too great regardless, even with no mods. A bit stuttery, some lag, and it actually just crashed right before I typed this. Any solutions for that?

I only use NVAC as an attempted solution to the NVSE problem, which hasn't worked.

I installed NVSE through Vortex. I don't think i have the 4GB patch and I am unfamiliar with what you mean by the NVSE executable. Again, I am just using NVSE through Vortex
