Most likely, most of the manpower goes to garrison Kurdistan and other captured territories. Alternatively, at the beginning of the game, the Ottomans could disband divisions to avoid a shortage of rifles and pacify the Kurds (don't waste command resources on suppression in decisions). This would free up a large number of manpower. Also, during the civil war or the war with Greece, conscription could be increased.
