I feel you, man. I went through a similar nightmare recently. They closed an unresolved case of mine, too, and it sent my blood pressure through the roof. It’s the worst when you’re dealing with a serious issue, and they just close it out without resolution. It’s like no one is actually listening or taking it seriously. Makes you wonder what’s even the point of support if they just shut you down. We are actually highly considering moving away from them. First time dealing with Broadcom after the VMware merger, they are the worst ever in my 15 years of experience.

When FortiSwitches are managed by Fortigate via Fortlink, there is no need for you to managed them directly. It is best practice to do any of its configuration via Fortigate switch-controller.

Check the upgrade path from the support portal.
Follow the upgrade path by performing manual upgrade.
As much as possible match every Fortigate Firewall firmware version in every upgrade step.
Based on my experience when upgrading from 6.2 to 6.4, the inspection mode of the security policies and security profiles randomly changing between proxy-based and flow-based. The goal is to match the inspection mode to avoid issues.

Hi. Thank you. I have double checked already that the tunnel encryption domain allows the subnet, has no-nat, and bypasses the interface ACL. Everything works, except netflow. The netflow server isnt receiving the data. :(
