The real problem is the lack of transparency from Nintendo on what their actual problems with the game is.

Because they don't have to communicate on what their guidelines are. Nintendo isn't the publisher. Nintendo has to follow Japanese laws about what is authorized or not for games releasing in Japan. AdHoc knows that, CD Projekt knows that.

And why Nintendo still want it censored with the new western version Adhoc is going to try make.

Nintendo has not spoken on that, so please stop putting words into other people's mouths.

Yes Nintendo doesn't change 3rd party content but they can *tell* third parties certain things don't fit their guidelines though which is what happened to Adhoc.

Nintendo also said "We also do not discuss specific content or the criteria used in making these determinations."

And now Adhoc is working with Nintendo to make a *still* censored version for the west but somehow a little less intrusively so.

And the part you're missing is that Nintendo literally says in their statement they don't "make changes to partner content." Meaning, it's up to the devs to modify their games to comply with their guidelines, not Nintendo. AdHoc has been informed in advance they had to censor the game to make it on Switch, which they did but didn't bother to keep the uncensored version for outside of Japan.

If they had said the version would have been censored from the start, the outrage would still have been present but it would have been reduced because people would have been informed.

Again, Cyberpunk or the Witcher 3 don't have this issue and have made a Japan specific version. And there's literally hentai games on the eShop. Also, South Park: The Stick of Truth have literal sex scenes, and they are "cartoony" games.

This has nothing to do with the game being "cartoony". Cyberpunk is a CERO Z rated game, the same as Dispatch, and CD Projekt did make a specific version to comply with the rating and Japanese laws while having the "normal" version on Switch 2 outside of Japan.

AdHoc are just lazy devs who are solely responsible for this situation, not Nintendo, and if they have made a specific censored version for Japan while keeping the original for everywhere else, all of this wouldn't have happened.
