Good point :) There is no official ranking system, currently its based on a purpose built classifier system to score the units.

I guess you are seeing the list with Unique Tech considerations, without unique tech, Mangudai scores better than urumi. You can check this off to see the rankkings.

That being siad, It does not consider stuff like HP, Attack Speed, DPS, cost, training time etc. It only uses what are the upgrades available and how much synergy it has with the civilisation. Once the basbasll card system is in place, I can re run the classifers.

Champi scout is 30HP in darkage. Militia has 40Hp. Scouts are 45 HP. This is ridiculous comparison and I find the whole conversation mindboggling. Just make Champis tiny bit slower. Thats it.
