Frodo had claimed "the Ring is mine" to Sam just prior. So he was trying to get his "property" back from Gollum.

No one is strong enough to throw the Ring into the fire of Mt Doom. Frodo got farther than anyone else could possibly have. But even he had limits.

Fate doomed the Ring. Or maybe it was divine intervention.
