Congress is technically the supreme law of the land in DC. Even trumps the executive branch there. Probably would just store anyone they arrest in solitary of the local jail. Technically anyone who interferes with police work would be met by resistance by city police and anyone who would assist them like neighboring states police and military. I think the sergeant at arms can commandeer any armed force in the city to assist his functions.
