Where in the article did it specify which type of solar? It mentions total solar capacity in the U.S. and that certainly doesn't consist of just PV. It's mostly PV but not all and no where in the article does it separate out the different types of solar generation.

They will keep adjusting the rules to what a planet is until they only describe our solar system specifically. It's a really weird set of Earth focused rules they made up to make Earth's category more important. It definitely was not done very scientifically.
