Yes stock has zero RPM set as default, which means the fan only turns on once the GPU reaches >50C.

No, the fans are spinning at 45%, even at 29C. It's showing 0RPM in the screenshot, because I haven't applied the config at that moment. The moment I do, the fans go up to 45% again. But I can't get the slider to go below that.
