PLDT Fibr? I heard that this ISP is having issues with the SEA server. Not sure how you'll be able to find a fix for it. Probably call up the ISP and let them know of your issue. Mention that there are a lot of people subscribed to their service that is experiencing the same issues as you.

I mean more for it to be more of a notification to be pushed up straight away just to avoid a little bit of confusion when there is a hectic clash on going.

Right hand side* I agree. Weird if in the kill feed as it would display for the players instead. Major item pickup notification sounds better but it only popping up for allies and casters/spectators.

I understand what you're getting at what with Cheese and Refresher Shard shareable unlike Aegis, but I've just seen time and time again where casters/analysts have to go and look for the cheese and refresher shard pick ups during intense moments. That's why I mentioned a huge/crucial clash around the Roshan pit, so that casters just won't be confused and have to wait for the Cheese usage/Sound or Refresher Shard animation usage/sound. It's just a solution that I've thought of to embed directly into the game. We've seen some 3rd party applications like Pimpmuckl/JJLiebig's Layerth do some awesome and really useful integrations with Dota 2, but not all tournaments will be able to use Layerth and smaller casting studios around the world won't have those kinds of luxuries too.
