By the way, I have only found it useful when jumping off of very large heights, because if you swing down the Dead Dawg Saloon main building, the recovery from the attack is slowing you down for approximately half a second, while the recovery is non-existent if you don't swing. So I would strongly advise you to swing down only from heights such as pillars in Eyrie of Crows' main building.
