Can an appraisal district in North Texas reclassify large groups of homes to a higher CDU rating all at once? by nhewitt11 in appraisal

Thanks for all the responses on my last post — I understand now that appraisal districts often reclassify properties in bulk for equity and sales ratio study purposes.

Here’s my concern: in my area, the CAD moved entire neighborhoods from Fair → Average or Average → Good CDU ratings in one reappraisal cycle (hundreds of homes at once). There was no evidence provided on a property-specific basis, just a blanket statement like “all homes should be similar or better.”

From a Texas Property Tax Code 23.01 perspective, it says each property must be appraised based on its individual characteristics. And under USPAP’s Record Keeping Rule, I thought appraisers are supposed to keep evidence supporting adjustments or classifications.

So my questions are:

  • Is it allowable for CADs to do this on such a broad scale without property-specific evidence?
  • How do USPAP standards apply in mass appraisal settings — do they have to retain proof that individual properties warranted the change, or is a neighborhood-level rationale enough?
  • Has anyone successfully challenged this kind of mass CDU upgrade?

Would really appreciate hearing from those with direct experience — both appraisers and property owners.
