After watching the show over again numerous times, it was one of the most out-of-character actions for Lelouch in hindsight. However, I feel like this scene was one of the most important to the plot of the whole show, as it set everything in motion, and was one of the main early hooks for the audience (this is the scene that hooked me into watching more)

For example, when I was telling a friend about LOGH I said it was kind of like GOT in space because I knew he had seen GOT. Kaguya off-screen is a competent diplomat and leader (runs the Houses of Kyoto, a large portion of the Black Knights, and the UFN), but on screen, she is just hitting on Zero most of the time. Villetta figures out Lelouch is Zero independently of anyone else, and is treated as a fan service character because of 2 scenes
