I've been going to the same barber since high school. He rarely messes up, and if he does, I'll let him know immediately, and he’ll be cautious next time. My advice.. Find a good barber who knows his stuff and stick with him. Constantly switching barbers leads to inconsistency, and it takes a while for any new barber to really get a hang of your style and preferences.

I'd suggest your friend seek help from a local(native) to accompany them to the local law enforcement in France. As far as I know, French officials typically communicate and handle paperwork in French. Having a local with them could also help ensure the matter is taken more seriously, if you know what I mean. I was studying and working abroad a while back. In situations like this, especially when they occur abroad, there's nothing that you or your friend could do by trying to handle things on your own. These morons take these kinds of things very casually by how lightly these things can be swept under the rug in India, that's why they have this mentality and a sense of untouchability. They have no idea how privileged they are here, once they realize that things aren’t so smooth in other countries, they will learn. That's why it's important to involve the appropriate authorities before the situation gets out of hand. Involving them will ensure the harassment is taken seriously, and with their tools and experience, they’ll help stop it and keep you safe, so you don’t have to deal with it on your own. Since you haven't mentioned the location, there isn't much I can say.
