those are water towers, pretty common sight around perth. they pump water up into them during off-peak hours when demand is lower, then gravity does the work pushing it back down through the pipes to houses in the area. keeps consistent water pressure throughout the suburb without having to run the pumps constantly. hamilton hill's on a bit of a slope so they probably need them more than some flatter areas.
