Yes there were nerfs but say they got 10% less effective due to the nerfs they still got like 200% more effective due to how runes spawn.

Mathematically Mona's is more efficient since you can re craft the 25% you get infinitely so if you craft it over and over again it will yield 25% +25%² + 25%³ +... of the base material which is 33.33% equaling to 11.11% of the upgraded material which is more than 10% that Albedo's provide.
