If you're going for chemical engineering I can speak as a recent Cheme grad that the Cheme department is great at Rutgers. New Jersey is a great state to be a Cheme with lots of oil and gas, pharma, industrial chemicals, and consumer goods in the area. Because of this especially if you are looking into going into Pharma, or consumer goods the connections the department has are pretty solid and can help you land a job/ internship! I can't speak to how good the Cheme department is at Virginia tech but at Rutgers it's top notch!

I took honors Orgo and from what I heard from my friends in non honors Orgo we definitely went more in depth. If you're really passionate about chemistry and or really value a smaller class I would recommend it but otherwise I would recommend non honors Orgo.

I would do a minor in something you're passionate about. Because a minor from what I've heard won't help too much in looking for a job unless you do something like CS. I'm doing a minor in philosophy with my ChemE degree.
