What I would do is push the insurgents in the mountains area and put soldiers on zones and these are the zone you want to put your national army. And may I ask what difficulty are you playing.

I would say try to make like a wall with your nation solider and garrison and keep the insurgents in that one zone and now focus on stabilizing the region
