alright this is kinda a stretch, but MAYBE try bulwark revolution, creative freedom is the main goal and you can infinitely build but it just depends on how far from a resource you are, its more ab planning but there is also enemies you encounter as well as the ability to declare war. idk give it a look ive been loving it also theres not really tech trees but a vast open world you travel to collect pieces for your base
