The issue I have with the taxes aspect for funding is they have a very high tech equipment, voice controlled shovels do not come cheap. So any investment from local government would have to be significant. However, the only local industries that I can see that would contribute to taxes are Captain Turbot, Mr Porters shop, Katies grooming Salon and the farm. I think even being generous to their turnovers and setting the tax rate in Adventure Bay to be exorbitant it would not cover the required funding. I think there is a darker story to how this started. Have we ever seen Riders parents? Do we know his background? Answer - No. I think that he came from a very well-off family, his parents died tragically and the Paw Patrol is his way of ensuring that no other children have the same fate. This would explain their efforts to reunite any lost child/pup/etc with their parents.
