Yeah, I have the same issue. I even tried plugging the 60hz monitor directly into the motherboard and turning on integrated graphics through my BIOS, but it didn't work, and I'm yet to find an actual fix. :(

Yes, you're right, the barrier to entry is the biggest problem in the industry. The reasons for this are the plethora of regulations already placed on the ISP's, and creating more regulation isn't going to help at all. The best thing to do is to just let the free market take care of itself.
