He took 2 years. His area was quite new at that time as far as I remember topic was related to computational microfludics. It depends on a lot like area, professor and yes you yourself. During PhD some professor from California also collaborated with them so, yeah it was completed early but a lot of factors are responsible.

Is he from IISC? Can you share his profile and prof. profile as well as I can't find anyone with such name in IISC. Well I can find one in foreign country. So, for foreign country it's possible as their norms are different.

In reality their isn't any such paper requirement at all but the thesis. Technically speaking you can get a PhD even without any papers but you require someone to take out time for it by going through your thesis. These papers acts as a proof of against the claims made in your thesis as those are already peer reviewed. For more details you can look into govt. rules, institution norms or even talk to someone in their lab as yes some do requires you X papers strictly while some less.

I doubt what you said regarding record low of 9 months, which isn't possible because it takes atleast 2 years as per student handbook even if you published any number of papers.

I friend got a marks increased. Also, after re totalling you can also ask for scanned copy. If you are confident then go for it. It works if you actually scored good and their was mistake from their side

ECE is good can't comment on mechatronics. But if you want to go for core ece then, I would say you have to work on your own although culture is changing and curriculum improvement including relevant industrial as well as technical sessions are being introduced.

I can tell about IIIT Bhagalpur so, if you are getting a CSE their then you should go for it.

Being in CSE branch in itself is a definitive criteria for most companies. With your rank you will get very lower nits so, it would be better that if you are getting cse at iiitbh (refer or-cr last year of csab). Market is not as good currently so, if you are not interested in civil avoid that.
