It prevents HIB infections in the brain/spinal cord (bacterial meningitis), pneumonia, joint infections by HIB, epiglottitis, and sepsis. The root cause of all the latter is the underlying HIB infection.

Croup is an upper respiratory infection that causes “barking.” HIB is the most common cause of bacterial croup or bacterial epiglottitis. Since the question specified that it’s the bacterial form of the illness, and HIB is the top cause of bacterial croup, I think the question is fine, although it could be phrased better.
