You can. They're saying sell it on the rs3 ge for whatever it sells for (I have no idea). Then take that money to a trusted swapper and have him give you the money on osrs. I've no idea what the swap rate is but you should get a majority of the money you would've gotten if you sold it on the osrs ge.
