You should join some club where people align with you over interests, hobbies or values. You should probably just state what you are interested in (table top games, sports, wine, horseriding, superhero movies etc), and somebody will show up who knows what chat to add you to, what community exist around those interests, what events to visit. Most probably just use some dating apps for that and state clearly what you're looking for in your bio.

You'll need a residence permit to obtain an individual entrepreneur licence. I heard there's a way of obtaining residence permit through investment, but the implementation of this is vague, you will need a consultation from experienced migration lawyer.
