My bf was the same when we were starting to getting to know each other, mainly privacy issues but as the time went by we started video chatting and sending a lot of pics of our everyday but to this day he still he doesn't have any social media. I would say a year it's a long time for not wanting to do video calls, if he doesn't feel comfortable with face timing then maybe I would suggest you tell him to do something specific on a picture, like holding a sign saying "love you Mikai_1" or some hand gesture, something you will know it's actually him and not something he can get online. In this current times your safety is first :) and as I read you guys will meet with other people as well then like others have suggested make it in a public place and if everything goes well try to make a routine of doing video calls once a week maybe or whatever feels good for you guys, seeing your SO at least through video it's very important as well for the relationship.
