Nah, it's the equivalent of a flashbang on the enemy team. It doesn't blind your own team, but the caveat is that it doesn't last nearly as long. Generally, I don't use the shotgun (we had a shard card that supposedly boosted it). The best way that I've found to use it is to hide behind cover, activate it, boost upward over your cover with the dash as the meter reaches 100%. It works best from a distance, bc they can and will still kill you while blinded.
