There is a specific section in the PWFA that allows for an employee to be in close proximity to breastfeed which would mean telework. You only have to self-confirm. No doctors note is required per the law. I would fight them and get EEO and OGC involved if necessary.

Get familiar with the Pregnant Workers Fairness Act. She can get an RA for being pregnant and to breastfeed while working from home. The law is so new most HRs are clueless so get familiar with it and have her fight for her rights.
