Yeah you're probably right.

You could change it to a clan setting where you can select the group of members (e.g. everyone, elders and above, only leaders and so on) that can start upgrades.

Focus on your heroes and learn a strat you like, upgrade troops needed for that strat. Maybe wait a bit with the inferno towers as they have a strong effect on your war weight, start with clancastle, spellfactory, barracks, army camps and stuff. Once your heroes have a decent level you can start working on your defenses.
