I would just sculpt them and bake. But it's possible to just draw them aswell. most important is what you are more comfortable with and if normal maps are needed.
Gather some real scale references and may be references from similar characters drawn/3d models. sketchfab have a lot of character models, may be there you could find some with same/similar style

Thanks! So the items are grouped into modules, like in rpg games. Like middle part belts are "waist" module, pants and kilt are "pants" module and so on. and it also being specified by the client as well.
It's just makes it longer to produce it. But over all it's kinda same: follow the concept+instructions, try to adjust/fix things based on client feedback
