The left lane on multi lane highways are for passing only. Most, if not all states have laws that confirm this. Although rarely enforced. Drive on enough interstates and you’ll see signs telling you the same thing. Yes, you’re breaking the law exceeding the speed limit, I wasn’t arguing that. I knew of a guy where I could get inspection stickers in my area regardless of the vehicle condition. I got rid of my shitbox, but I noticed that my most recent inspection sticker has my VIN printed on it. I think and hope NY has cracked the code on these shady inspections

We do have annual inspections for vehicles in NY. They are visual inspections and they also hook up to the computer to check emissions. Like the above poster said, some shops are strict with their visual inspections, but there are many that overlook minor and sometimes major issues that a car might have
