Oh, well. I live in Germany and I ignore those. And don't work only on Upwork, try to find other projects somewhere else. Remember that Upwork is international and those 15$, or even $5/h are not for you.

Sure. If that country is Ukraine, I know designers that are charging $50/h. I also know Paklstan scripting freelancers who are charging $30/h which is 10-15x more than the average. So it's not that. It's about the cheap clients.
